Director of Commercial Best Practice and Engagement
Fiona Hilton is the Director of Commercial Best Practice and Engagement at NHS England, where she plays a pivotal role in the Central Commercial Function (CCF). She is a primary architect of the NHS Strategic Framework, focusing on modernising the health service’s commercial landscape by shifting the focus from simple cost-cutting to long-term patient outcomes. Her current work is central to implementing the Procurement Act 2023 and driving the NHS towards a Net Zero supply chain, ensuring that procurement acts as a catalyst for healthcare innovation rather than just a back-office function.
Before her leadership at NHS England, Fiona built an extensive commercial career across both the public and private sectors. She held senior roles at major organisations such as Boots and Kingfisher, and her experience working within SMEs provides her with a unique perspective on diversifying the NHS supply chain. A frequent speaker at industry conferences, she is widely recognised for her efforts to build more transparent, collaborative relationships between the NHS and its thousands of commercial partners to improve service delivery across the UK.

Lee Joseph
Managing Director
Lee Joseph was appointed Managing Director of NHS LPP in October 2023. Prior to this appointment, he was working as the Interim Managing Director for seven months and, during that time, worked to further build the organisation in regards to its service offering to members, as well as ensuring it is a great place for staff to work.
Prior to his role as Interim Managing Director, Lee worked in various senior roles at NHS LPP after joining the organisation in 2016. Before joining NHS LPP, he held strategic and leadership roles across the public and private sector, including Hospital Corporation of America, General Electric (GE), Unipart, JCB and Visteon.
Mindy Simon
Co-Director
Mindy is Co-Director at the NHS Innovation Accelerator. She is responsible for the programme’s execution while providing guidance to innovators. Her journey began in 2013 when she joined UCLPartners, eventually transitioning to the NIA in 2017.
She has spent much of her extensive career working in the health and life sciences sector, holding senior leadership and operational roles across health and higher education institutions. She began her healthcare career overseas, running a private primary care practice before continuing her career in the UK, in the first instance establishing the organisational structure of a department focused on alternative therapies education followed by running executive functions at prestigious institutions such as the University of Oxford, and King’s College London.
Mindy’s experience includes leading Board-level governance, supporting Executive teams to drive organisational and programme efficiencies as well as leading infrastructure projects and cross-functional collaboration. She is passionate about supporting innovators in addressing the challenges faced by the NHS, patients, and the health and social care sector, and breaking down barriers to achieving successful health outcomes through scaling innovation.
Outside of work, Mindy is the mother of two boys and a Trustee and Chair of a primary school Parent Teacher Association. She has a First-Class BA (Hons) in Communication, Media and Culture, and holds a qualifying Law Masters. She is currently undertaking an MBA at Henley Business School.
David Lawson
Director of Medical Technology & Innovation
David Lawson is Director of Medical Technology & Innovation at the Department of Health and Social Care (DHSC), where he leads government policy on medical technology and oversees the delivery of the UK’s Medical Technology Strategy. In this role, he works with partners across government, the NHS, regulators and industry to support the adoption of innovative technologies that improve patient outcomes and deliver value for the health system.
Before joining DHSC in 2022, David spent over two decades at Guy’s and St Thomas’ NHS Foundation Trust, serving as Chief Procurement Officer for 21 years. His career has focused on healthcare procurement, innovation and supply chain strategy, and he is a two-time recipient of the Supply Chain Excellence Award.

With over two decades of experience in private healthcare and a robust background in the NHS, Jaymin Shah has consistently delivered transformative results in Supply Chain Management. He has successfully led large-scale transformation programmes and driven operational excellence across both private and public healthcare sectors.
Jaymin's leadership spans regional and national roles, where he has optimised inventory management, streamlined procurement processes, and implemented advanced systems to improve efficiency and cost-effectiveness. His strong foundation in finance, combined with a deep commitment to healthcare, underpins his strategic approach to enhancing KFM's Supply Chain capabilities. Jaymin remains dedicated to ensuring the continued delivery of exceptional services to King's College Hospital and the broader healthcare community.

David is a globally recognised procurement leader specialising in using his experience of Digital-era methods to modernise public procurement. He is respected for his notable work applying agile ways of working to public procurement, AI procurement, moving from ‘spending’ to ‘investing' public money through public procurement and contracting and helping organisations improve their market engagement approaches ensuring contract exit is thought through from the start.
He has advised and led some of the most innovative digital and technology procurement activities of recent times in the UK Public Sector and overseas governments, centred around the needs of all users, being an expert on all Digital, Data and Technology commercial-procurement and public procurement’s link to the well-being of future generations.

Before joining LPP, Steve was at EGS as Head of Business Process Outsourcing, and before that, he was at Improvement and Efficiency South East where he helped 74 local authorities collaborate and meet their efficiency savings.
